Our employees are skilled, highly trained professionals that understand what it takes to construct projects in a safe and efficient manner.  Our goal is to maintain long standing relationships with our trade partners and customers.  We take pride in our team as they work with customers initial ideas and concepts, custom design a project to their satisfaction, and professionally manage all projects until completion.

Beth Lewin is the President and Owner of Carroll Construction Co., a Winchester-based firm specializing in Asphalt Roadways, Parking Lots and Driveways. Carroll Construction Co. also has a building division which focuses on both commercial and residential remodeling, additions and design build projects. In business for 27 years, she currently has a team of 28 hard working dedicated men and women. She is a member of four (4) Limited Liability Companies that purchase, rent and develop real estate.

Believing that women in non-traditional employment roles offers a myriad of opportunities, finding your gift and using it to the best of your ability is where Carroll Construction Co. continues its focus. As a woman owned Construction Company, Carroll Construction Co. has a designation of a certified WBE with the Commonwealth of Virginia and the State of West Virginia. This designation has afforded opportunities to compete in a field where women are a definite minority.

Beth has served on the board and is a past President of the Top of Virginia Regional Chamber, a past member of the First Bank Advisory Board, a member of the Advisory Board for the Entrepreneur program at Shenandoah University, a current board member and past president of the Frederick County Educational Foundation, a board member and past president of the James Wood Touchdown Club, a current member of the Frederick County Virginia Human Resources committee, and is a silent contributor to many non-profit organizations in our community.

A resident of Frederick County, she has been married for 25 years to her husband Andy and has three (3) children. A daughter Jenna 23, and two sons, Jake, 20 and Brett, 18.
